It was to regain her powers actually. After season 3, she'd lost her powers after severe over exertion and cuz the mind flayer also took a lot of it. ACC to Brenner i think, he believed that confronting Henry in the past had also caused her to lose her powers. He wanted to bring back eleven's powers by making her relive her memories of fighting Henry, which finally worked, using that Device. She was testing her regained powers by lifting it

I was a device to allow 11 to go back into her memories physically. It helped her control her powers way better
