This is Mermaid Melody, the show where even the youngest of Mermaid Princesses(Seira) have boobs. Seeing Mikel's obvious flat chest, he's obviously a dude XD. He is voiced by a woman in the Japanese version though.

I just looked up his character profile and found out about him singing Serbian in the Italian version. I had to hear it. He's voiced by women in almost all the versions..
