ive played gta 4 on low setting well not like in you vid I used the ingame lowest settings and som other mod and gta v well I installed mods I did disable shadow but then when I finished storymode I played with mid setting and was getting aound 24-5 fps

In LCS and VCS, you can disable the textures using Cheat Device Remastered. Everything is low texture except the character, npc, and vehicles
