Yes, my Grandad was a bus driver in the Midlands in the 50s / 60s - he told me that they had a skid pan and did this test, along with hill start tests where a matchbox was placed under a rear wheel and they were meant to pull away without crushing it!
Is this from a feature? The stunts and the editing here are very impressive for a sitcom. That seamless switch to Stephen Lewis as he skids to a halt was nicely done too. I wonder how it was done, possibly had him lie on a dolly?

The stunt man broke his leg. All they needed to do was cut from Blakey hanging out of the platform to him sliding on the ground
