Just a opinion, can we use concatnate formula to merge the two values & then after removing the paste special values, Can we then perform a vlookup accordingly, i guess even that would give the required value, Sir please correct me if i am wrong ?

I have two tables. One is above & in second table I have just company Name & Location.
Condition: If Company Name & location Matches, Then Highest purchaser number should appear & If location is not found, then also the highest purchaser value should appear.
How to get it??
