I would suggest UCD (9/10) Rating but fees for UCD is highest amongst all universities. A good budget university with a good course structure is DCU.

Ireland PR/Citizenship takes 5 years. Honestly I am not sure about Canada, I just know that considering weather, Ireland is better.
