It depends on who the rater is? Is the SSG (P) a platoon sergeant and therefore rated by his platoon leader (the typical rating chain)? If that is the case I would wonder why the 1SG is in the rating chain. The S/R outranks the Rater, so if it is the platoon leader (1LT or 2LT) then the S/R should be the CPT.
per rules of establishing a rating chain in AR 623-3, the rater's rater is supposed to be the senior rater. PSG gets rated by a platoon leader, who gets rated by a company level commander. So in the case of an E6(P) serving as a PSG, then the SR would be the co cdr. The (P) is also only used on an NCOER if that NCO is serving in a billet of that next higher grade. an E6(P) serving in an E6 billet would not use the (P) on the eval.

What if you had a E6(P) as the rated Soldier- does the SR have to be a Captain or can it be the 1SG?
1SG because your P is just a status you are still considered a E6 until yo make your E7.
