I'm not an expert but If you aim for the city your sky is going to be overexposed. ND gives you a balance, more definition to the clouds, better colors. More speed, with good music, makes it interesting and mysterious like something is going to happen. Try ND and you'll see the difference.
You used time warp instead of time lapse. Time warp is designed for when the camera is moving and uses ai to stableise. (This also drains more battery) . Time lapse is designed for use when the camera is not moving and uses less battery.
