A few things to note: 1. EA can't re-release these games because the license probably expired a decade or so ago, and reacquiring it for a potential remasters would be too expensive for what the games would sell and probably a legal nightmare since WB Games (the publisher of Howarts Legacy) currently holds it. And 2. you're still using fraps in 2022? Dude, OBS is a thing. It's free, it's open source, it's pretty light and will run fine on most potato PCs without impacting performance that much and you can do a whole lot more with it.
I would recommend this video by Phil of Glimmer th-cam.com/video/mDL3IUeo_wo/w-d-xo.html he goes pretty straightforward into changing the resolution and frame rate to modern standards. It definitely helped me to get HP 1-3 running on my computer.
3:17 the very production of this game suffered back then cuz of a shaky relatioship with WB according to the modders. The code is terrible from what they say. Since WB holds rights to the game too, this could be a reason why EA wont do this.
The ultimate answer to all technical problems is using a graphical library wrapper, which translates old direct-x calls to a newer ones. I prefer DGVoodoo, it not only makes all graphical problems vanish, but also overrides internal graphical resolution using its own configurator. All popular youtube solutions offer the replacing of game.exe file or editing inis in an intrusive way. With DGVoodoo you just need to unpack dlls to a folder with main game's exe and check its settings. The only downside is that you need to have more or less recent videocard.
The reason why EA does not sell the games anymore and why they have been removed from the EA store is because they do not have the rights to those games anymore its Warner Bros. that has all rights to the Harry Potter games and Warner Bros. are more interested in releasing a prequel game called "Hogwarts Legacy" then making deals with developers of the old games to rerelease the old games. Also yeah the PC trilogy of the first 3 games are alot more of a puzzle platformer then an action adventure game like the console versions and on PC you cannot choose spells to cast since it just automatically casts the spells for you when you aim at an object that has that spell assigned.
PC gaming is too complicated for me. That's why I stick to console games and record them using my capture card simply enough for my reviews. I have these PC potter games on their original disk however but my current PC will not run them even when they are installed. I will just stick with the console Potter games instead since they are better games anyway.
For me it only requeried to download cracked files and swapping them with the original files after the instalation to work, but I didn't tried to optimize it to modern standards as I'm fine with OG resolution.

You just need to install patches and change config file settings for widescreen resolutions

I miss that style of gaming in Harry Potter games, anything after Prisoner of Azkaban was just meh
