I've been playing those machines every year since 2002 when I was 23, and I still haven't scored a seriously good-sized win at them yet, and the results have seemed to be the same with me whether I've used my card or not. The RNG is real, the game rules is where the 90% return comes in to play. It's all statistics. They can calculate how much the rules of the game will return to the player after millions of plays. For example, let's say if you pay me $1 and I'll let you flip a coin three times. If it comes up heads all three times, I'll pay you $10. The math says to get heads three times in a row happens about 12.5% of the time. If I want to make more money, I can just change the rules of the game -- now you have to get heads four times in a row. That only happens about 6.25% of the time. The coin flip is still random, but the conditions for winning are now dramatically more in my favor. Hope that helps!

If you bet on a single number, you should theoretically win 1 spin of 38, but in reality, you can be simply unlucky and you can lose 100+ spins in a row.
