I have followed your instructions for step 2 b/c I did not have the same display driver. I updated the monitor driver and the slide bar still is not there neither is the option in the Display option in settings. Any other ideas? Thank you

And...I had cleaned my keyboard this morning forgetting that the computer was on (screen was off) and thought I may have hit a 'toggle' key or something...but even the f8 function key for brightness...while it does show up when I am pressing it and that slider moves...it does nothing to change the brightness of the screen.
