I ask this with respect. Isn’t his ‘sound of silence ‘ identical to tinnitus? Is his proposal on one level making best use of tinnitus? My question is not idle curiosity- I want to know if using tinnitus to my advantage is “legitimate” or am I not truly ‘hearing’ the true sound of silence?

I think so yes. He mentions tinnitus often. It is an ancient practice though called nada yoga

Tinnitus is not a medical condition, it is in the brain perceived through the ear sense. Medical, political, you are trapped in 2nd fetter and have absolutely no clue.
