The thing is, even with non refundable flights, airlines are giving credits for future flights if you can't go.
And yet, as a Floridian, the amount of tourists here still is insane. If people stayed away from the state maybe our idiot governor would actually have to do something and not actively try to kill off his constituents.
Well (anecdotally), my vaccinated parents have delayed their trip down solely because of the governor's ridiculous handling of Covid. I truly wish we could ban traveling to/from FL and TX, but those governors seem determined to make everyone suffer the consequences of their poor decisions.
