One way to stop the problem with too many people in Ca. is to have 20 million leave the state, exactly when is too many too many, I have lived here for over 60 years. Setting up rain water collection systems is usually only viable in areas with more frequent rain. I lived on the Big Island and we were on rooftop water collected in a covered above ground swimming pool. But rain is frequent.
Why aren't people using cisterns and rainwater catchment systems to harvest the water?
