No. Master Duel just applies the card game’s rules as religiously as possible. The only reason you perceive it as worse is because you’re breaking one of the game’s rules and gaining illegal advantage off of it knowingly or unknowingly.

Yes, you can't try to activate a card you cannot resolve at the time to activate it.
