Try *not* following the recipe to a T; instead, add just as much potato starch as needed for the dough to become firm, but pliable. From your description, your dough is probably too wet for whatever reason (though it's most likely not your fault, different kinds of potatoes have different amounts of starch). When pinched between your fingers, the dough should feel like an earlobe. Hope this helps and you can enjoy some potato mochi soon!
