Many times people are also responsible . In my area people bought 4th floor houses in residential area. I told them that these houses and shops are illegally constructed but they laughed at me. The govt officials are responsible for this mess.

As I read comments.... they say change the law... buildings built unlawfully should not be demolished while no new allowed... this is same as saying when someone robs or kills somebody, which is unlawful to do... should not be charged or jailed etc... just not allow future robberies and murders to happen.
