I prefer to play without it. The evolution cards of the new characters are too powerful. The costumes are too powerful as well. If you do play with this expansion, it is certainly better to start everyone off with a costume.
The costumes indeed ARE very powerful. This can seem unbalanced when you don't play with the variant where everyone gets one at start, making it so the first player to buy one has a very powerful edge. But keep in mind, there is a built in mechanic where costumes can be stolen. Getting a costume is a double edged sword because it makes you a big target. I'll always play with the costumes, but I'll probably only play the variant in October. This is a much better expansion than I expected it to be.
