This a most stupid project where the contractor leaves and neglects the construction unfinished. DPWH doesn’t care, why? Another case of corruption? Short or pending fund? Why can’t it be resolved? and as time of completion elapsed, the whole project bogs down and decays, what a waste of public fund!! So inefficient DPWH? Nobody takes responsibility.
