The neo does have a gps, it's geo fenced, and does return to home when paired with the remote controller or motion controller, on the rc-n3 it will show a on screen map.

I love the NEO as it is vary versatile but....... I would not exactly call it a budget drone. Yes, If you want to just use your cell phone to do some quick selfie shots, its fine for $200. But if you want to be able to really control it you need to fork over another $200+ for a controller and yes with a controller it does have GPS. If you want to them do FPV get ready to fork over another $300 for the headset. I like that you can buy it and not go all in at one time but at $800+ if you want FPV...... that is not really in the budget category.
I agree, imo the best thing about this drone is it can do acro, so you need the expensive dji controller, and the expensive goggles, the reason I haven't bought this drone is because I have the fpv combo, it came with controller, motion controller and v2 googles, none of them work, this is typical with dji, their expensive

Yep sure does I just ordered one so I don't have the ha ds on yet but I think you need a controller to use the GPS I could be wrong though
