Scarface has a speech impediment where all the words with “B” sounds comes off as a “G.” Batman = Gatman, Brings = Grings, Bisected = Gisected, Bastard = Gastard, etc.

Edit: okay to explain the villain real quick, the Ventriloquist (Arnold) suffers from severe schizophrenia, this manifests in his puppet Scarface, who he actually believes is the one leading the drug ring. Arnold hates Scarface and wants to be free of him, but because Scarface isn't real and is only a manifestation of his own darkness no matter what he does he can never truly escape him. that's why he can "betray" Scarface. as for how he got a gun into the puppet... I have no idea.
That villain is Scarface, a ventriloquist dummy made out of the wood of an old electric chair that killed several mob bosses. So their vengeful spirits possessed it, he takes anyone who picks him up as his lackey.
Batman lore and Gotham lore rarely intertwine. Bruce/Batman tows a line of darkness and justice. Gotham is always extremely in all the wrong ways. I am a Batman fan and the that's the only leg of DC I gravitate to. Probably because it's the only realistic style and this was an awesome video.
17:32 I could be wrong on this, and while he’s nowhere near on Batman’s level two Harvey is an experience marksman it was a former member of the Air Force if I recall. Also, . Just something to think about.
