Yes you can still apply for jobs on Job Bank. But when you find an employer who is willing to sponsor you with LMIA permit , you would have to come back to your country and re-apply to complete your process before you can start working with the LMIA permit. This is because of the new law Canada has passed , you can use a visit visa to convert to an LMIA whiles you are within Canada.
