In English grammar, when two or more items are listed together and treated as a single entity or concept, they are considered plural, and the verb should agree with them accordingly. In this case, "idli and sambar" are treated as a pair or combination, making the subject plural. Therefore, the verb "are" is the appropriate form to use to agree with the plural subject.
Superb presentation of an often confusing subject -- one that many native speakers could well benefit from. Just one observation though. Question 8 states "The lions, each of which are a fine speciman." Shouldn't that read "each IS a fine speciman" since "each" is singular?
13:00 ma'am you also need to mention that in Btitish English, "have been" will be used with 'jury' instead of has been. This concept is the most confusing in my exam preparations because the competitive Exam books are all divided on this issue. Some take Jury as a singular collective noun and hence use "has, has been, is, was" with it (like you have done) while others (like the English Grammar book for competitive exams by Disha Publications) uses "are, have been, were" with Jury. When we google or ask ChatGPT, the response says that in American English "has" will be used and in British "have"
