When the watcher tentacle shoots she pulls them in, then does the damage. So that poor soul had no one around him

Fun match! Question, when the watcher enters the battlefield, does she counts as she moves, so she shoots 4+?
appearing unto the board does not count as moving for the watcher. Hence why it can move in the same turn in the move phase.
