It kills via cutscene power(hit Excella's core 2-3 times to kill her) But since she has HP as a interactable enemy(gameplay enemy), you can kill her conventionally without the satellite weapon(like using a fully upgraded S&W 500 magnum) And with the damage the RPG can put out...
it was meant to be a scripted weapon meaning it's part of the story. That's why it took like 2-3 shots of laser to kill the boss due to script. Rocket launcher isn't part of any script so yeah
