Why does it feel like Chairperson's damage output sucks? They seem to have to work extra hard compared to other characters. Is it because she's Dan Hibiki's student? Is she a joke?
Yes I believe the devs or someone at capcom stated that she was meant to be the joke character.

I have realized that they don't know how to play with momo and roy only the guy with the claws would have eliminated them.
