Normally when you are cable testing. There are done in sets of three (Three phase 13.8kV). Typically you compare the three. If one is very low compared to the other two. Then it would be up for concern. IF there all low. (kV low) You have a connected ground somewhere. Now assuming this is a 13.8kV distribution transformer having a wye connection...you probably know where I'm getting to. According to NETA standard the min IR resistance for a 15kV cable is 5 megaohms.
