Could it be said that the terminal that carries the voltage is the red terminal (+) and the one that collects the voltage is the black terminal (-)..?

Hi there. Why shorting the windings for testing the transformer? I notice some testing they dont short the windings. For 3 phase transformer wye-delta, is it recommended to short windings (H1,H2,H3 to L1,L2,L3)?
