Since there is the same AI problem in Tenkaichi 3 (developped by the same company), this is probably done on purpose by the developpers so the characters use their base form during some times before transforming (like they do in the anime and movies like for example the Super Android 13 Anime, during the Vegeto VS Buuhan fight, ...).

I watched this video the day it came out on my 12th birthday I am now almost 22 and I wanted to say every birthday I come back to this video and just start the day enjoying this little present. I love this video I can't tell you how many times I have watched it growing up. DBZ got me into weight training and even martial arts. You are awesome for posting it all those years prior. The Z Movies may have been hit or miss a lot of the time, but we forget that they gave us some of the most unforgettable villains in Dragon Ball

This game is by far the best looking dbz gave ever the way how the environment gets destroyed is an underrated aspect of the game and the cgi is perfect for any time period

Yeah it's a lot better than that one (although the Hero Mode in Ultimate Tenkaichi was pretty fun - I did some videos on that if you want to see what it was like).
