Naruto takes place kind of outside any real life time period. It's like a combination of feudal Japan era stuff mixed with modern technology. I've always thought that aspect of it was really cool, but I know it's weird to some people. I kind of just like things that take place outside of any specific time and feel mostly forever timeless.
it’s really weird tho before boruto all the technology was really sparse. Like orochimaru would have some big ass high tech super computers but most of the world had little of anything.

Ino focuses a LOT on beauty.
Shikamaru has such a laid back attitude and indifference that the crowd would fall for him just because he didn't want to participate.
Choji would be the wildcard who's expected to completely lose but he ends up on top because Kishimoto is a lowkey troll with his writing.
Gaara had fangirls when he became Kazekage, but even before that, he'd win due just purely out of everyone fearing him. And he'd still probably kill one of the judges.

Its def Tenten, Kiba went up against the Strongest of the S4 (aside from Kimimaro) and his equally strong brother as a 12 year old and put him on a stretcher.

The coolest period in terms of outfits in Naruto is between borato and after the ninja war, like all of them had amazing fits
7:40 their tech is like a combo of when the internet was first made... and like early radio communication in war... and it's very spread out and limited cause a large chunk of the economy is focused on Ninja and war... and then handy work like building stuff for survival... like who need a phone when I can send a message to the mind or through hyper intelligent animals.

Naruto has weird tech levels, but the more I think about it the more it makes sense for the setting. It's a war torn world with super powered soldiers running around, so the tech they have develops to accommodate that. In OG Naruto they had mostly analog tech, clothing was normal, they had wireless radio sets and basic...I'd say 70s era analog computers. But no vehicles beyond simple horse drawn carts and only flintlock guns and melee weapons.
All very rudimentary stuff and each with a tint of war. The radio sets for reconissance. But there's no infrastructure around to let them communicate over very long distances, hence the birds. The computers are kept simple and are used for military purposes. Even the clothing is subtly designed for combat(chainmail undershirts, plenty of pockets for weapons, the ninjas all wear light armor vests). Why make a vehicle when your soldiers can already run faster than sound? Why create guns when your soldiers can throw weapons faster than a bullet, or can shoot out house-sized fireballs on a whim? Even something like a tank would just be a sitting duck to even an average ninja. Civilians get the short end of the stick on this one, since the world revolves around conflict and war.
But in the Boruto era there's a good 10-20 years of relative peace and cooperation. So technology and the economy takes a huge jump and not just militarily. The entertainment and leisure industries got time to flourish and infrastructure could be built to accommodate it.
Naruto should be A-Tier too if Shikamaru is. Naruto is rocking fishnets under that jacket!!
