I think, with his philosophying nature, he might have helped just because he wanted to know what happens. He seems interested in psychology. He could have helped Emily, because he simply found her interesting person. Also, he had the one-eyed Martha Cora, and took in June after all her troubles... He seems to intentionally pick people that are somehow unique.

He was a loser before Gilead. Gilead offered him a chance at power and influence, where he could never achieve it by legitimate means. Look at Fred. He was nobody before Gilead, but he used his wife’s movement to become a Commander in Gilead.

He's lost control of the house in two ways : in a literal sense, to June; and in a metaphorical sense, to the fascist regime that he helped usher into power. It's a poignant symbol of who his character is. He still has some semblance of a moral code, but he just can't balance that code against the urges of the Machiavellian monster that's also burrowed its way into his psyche. And he suffers because of it. He's a fascinating character. Great addition to the show.
I kinda have a love hate relationship with commander Lawrence. Hate because he's the visionary behind Gilead but he tries to right his wrongs and he also gives a caring vibe to Emily and June when he accidentally lets his guard down. And I love the sarcasm. That makes him hilarious. But when she asks you still think this is your house? He could have shut it down or called for guardians to take them all away. I think he created something that turned out to be an entirely different thing from what he wanted. Even though he is very intelligent I don't think he imagined what humans are really capable of when given a bit of power. At least I would like to hope he isn't just plain evil any way. Never read the book so I'm at a loss for the actual characters intentions. Lmao

In this scene she is putting him in check and telling him to get his shit together if he wants to make a difference. Gilead is Joseph's fault.
Just because he helped a few times doesn't make him a good person. He created this and it his responsibility to help the people who has and still suffering because of him. So yes his obligated to help. And thats a horrible thing to say to someone who has been raped, beaten and almost kill many times. Which was all caused by Joseph
