There maybe 2 case for this . Its either the buyer & seller agree to do a refund in a half price . The buyer will have the item and half of the payment refund & never return it back the item from the seller , 2- is file a claims , dispute , escate ,ask Ebay to step in and help if the seller is not doing anything ... EBAY KA NAG WOWORK NO. AHAHHAHA

Good question. Madalas kasi dear may mga couriers talaga na iniiwan na lang sa door step ni customer ang parcel. Kaya tatawag si customer tapos sasabihin niya wala pa siyang narereceived kasi madalas may mga tao na kinukuha yung parcel na hindi para sa kanila since iniiwan lang naman sa harap ng bahay so kahit sino pwedeng kumuha nun, ang magiging labas tuloy nun, “lost/stolen” kaya pag nireport ni customer, it’s either refund or replacement.
I work also in ebay account . One of the reason why parcels tagged as delivered even though the item wasnt successfully delivered is ,, 1. Someone stole it from their dorestep , 2, Lost in transit , wrong delivery adress information 3 stolen from poarch

You failed comprehension my dear. She refunded the cost of express delivery because the package was delayed and processed a replacement because the package was tagged "Delivered" eventhough the customer received nothing.
Since it has been tagged as delivered to the shipping address with specified time that the said parcel was arrived. Probably it was lost, so the agent does refund the express delivery and process the replacement/reshipment to the cx new address coz as mentioned that cx will be moving for about an hour or two and for the inconvenience the agent was offered a free shipping which was very helpful and strong recommendation as resolution to this scenario. When you're working in a cx service, you are about to give the best solution in accordance to the company policies, most of the time they've made sure that cx will not upset and having bad experienced with the company, and by doing those action Taken, it would really help to keep the cx repeating the business. However, in the company's security and protection, they have also backline team to check if the concern is valid or not, to avoid abusive cx.
