The reason this scam is attractive is that even if you have a valid drivers license from another country but do not qualify for the exchange, it takes 6+ months of exams and classes and 1k EUR to convert it meanwhile others just go in and swap it. That is the true scam.
Follow legal path . Live at least 6 months in poland and have polish pesel number and than you are eligible to apply for exchange but I suggest you to first contact relevant local council in advance before any further step.
