When 12GB first started most of the girls were still in school so they added the 13th girl so they would always have 12 girls on stage. Most of the videos I have watched just have 12 girls. So when you see one with all 13 it's special. Also the New 12 Girls Band has 14 girls.
If you say BoA is a J-pop singer, then all the K-pop stars like Girls' Generation, KARA, TVXQ, 4Minute, etc. who followed BoA's step are recognized as J-pop singers too? BoA is a Korean singer who's also active in Japan is more accurate i think.

yup. There are 13 members in twelve girls band. "12 girls band"is just a name since '12' is a lucky number (means bountiful) for Chinese.
