You don't need. It is set automatically by Radio station DCF77. Just hold MEM button so it tries again. It needs about 3mins to synchronize as the time synch signal is sent each minute only. The DCF77 radio signal is sent from near Frankfurt am Main. It can be received within a radius of up to approx. 2000 km from Frankfurt am Main. However, there are a number of sources of interference that can significantly hinder reception of the DCF77 radio signal. If your device does not receive the DCF77 radio signal correctly, move it or hang it up in a different location. Note that there may be electromagnetic radiation in the vicinity of computers, telephones, radios and TVs which can interfere with the reception of the DCF77 radio signal. Problems with radio signal reception can also be caused by strong building insulation (metal components), high mountains or atmospheric interference. Replace the batteries if necessary.
Forget about DCF 77...what's shown in 4:07 of this video is mistaken. Maintain the button ºC-ºF/SET pressed instead of the ON-OFF/ALARM one. Hope this helps!

I read the manual and the arrow is referenced as "Comfort display", there it says: "The comfort display 20 is influenced by the indoor humidity. However, the status “COMFORT“ is only displayed, if the indoor humidity and indoor temperature is in the comfort range (45 % - 65 % and 20 - 25 °C)." So maybe you just don't meet these criteria in order for the arrow to be displayed. I had the same issue and now with temperature of 24°C and 64% humidity the arrow is displayed.

At first you need to pair devices inside your house and then you can put it outside.
How to pair devices?

Try manual setup. Find the full manual. You need to press TX button on outdoor sensor.
