Hi - I have a textbook suggestion: Water Resources Engineering (2nd ed) by Larry Mays. Section 16.2.1 (pg 694) has some good information for culvert hydraulics, including manual calculations.

IN MY CASE THEIR IS A STILLING BASIN DOWNSTREAM OF THE CULVERT SLOPING UPWARDS. IS THERE ANY METHOD IN HY8 TO GIVE UPWARD SLOPE TO TAILWATER CHANNEL
