And honestly, on paper sucking someone's blood to express love isn't that hard to understand, humans hold hands to feel each other's warmth, you can say sucking blood is the most direct way to feel and taste that warmth. Toga was simply "not human enough" to be accepted
This was a very heavy episode. I'm glad Uraraka managed to get to Toga. Also, Toga's parents deserve to go to hell. Instead of trying to help her child deal with the repercussions of her quirk, they treated her like a demon and forced her to put on a facade. While Toga's actions are far from forgivable and she does have to deal with the consequences of her actions, her parents were obviously not there for her in a way that was helpful.
