Regarding step 1) how would be a wearable device considered? eg a watch, they normally are low voltage devices (around 5v) and use to charge through a USB port. They do not come with the AC adapter nowadays and could be charged through a laptop, power bank or a charger, but assumed that those have already been certified by their manufacturer.
