Because keep in mind, Henry BUSTED into the airship by force with some government aid, so he must have done quite a lot to get the Toppat members to not dethrone Henry in 2 seconds. Plus in the revenged ending, while Henry is mainly going after Reginald, he obliterates most of the Toppat Clan in the process, and dies.

*How I think this version of the Toppat Civil War went* After finding out Henry was alive and that he killed Reginald and Right Hand Man, Ellie went to kill him herself. In an epic Force and Earthbending battle Henry tried to make amends with Ellie but she was having none of it. Henry escaped and the Toppat Clan was absolutely LIVID with Ellie, finding her refusal to even talk to Henry more dishonorable than him abandoning her to begin with. Having a claim to the leadership, Sven lead the coup against Ellie and took over until Henry could return to dispatch Ellie himself. Henry was a really good boss and his creativity was unmatched by all of his predecessors. Ellie was an ok boss but an entirely different kind of tactician. Deadly efficient but still conventional, she was no Henry and people who liked her style would have liked Sven better as a boss. When Ellie became dishonorable she had nothing over Henry and Sven's morals forced him to take over. At her denouncement ceremony Ellie pleaded for mercy and to everyone's shock Henry granted it as he still wanted to right his wrongs and make amends with her. Plus with Right Hand Man dead the job of Right Hand was open and needed to be filled.

I think that since there isn't another game yet with a cannon for any Top Hat endings that end with Henry as the leader end up with Charles getting captured but released by Henry and given the option of going back to the government or joining the top hat Clan
I know some ideas for that civil warfare thing RHM is still alive and makes Reginald a cyborg too but with way better weapons and more robotic(only right arm, moustache and mouth aren’t metal)
Dave's had it rough, man. First he's hit with a prison door bar, making his taser land on him. Then he gets fired from his job as an officer and has to guard the museum the Tunisian diamond is being displayed in. Then he's captured by the Toppats and either goes down with the airship or is trapped there.
