A system which has not been successful is a failed system. This means one must keep trying until they get the system right. That’s why poor countries love the word failure…. Example is trains and planes have been improved over time so is phones TVs and radios etc This is why poor countries never improve systems. Example is in Uganda many systems Have not been improved. A failed state full of failed systems…. No improvement….in systems
