Ik im a bit late to the party on this one, but this pc originally came with a 460 watt psu, meaning the 400 watt psu you attempted to jury-rig in was insufficient to power the device.

I just got this system used and I stripped it and put the mother board in an non dell case. I am having problems installing xp. I had this problem before moving the parts. This computer is one of Dell's biggest bombs they ever made. I have lots of other models that Dell made and they just work.

are there any bulging capacitors or burn marks on the board that could be the problem or even the bios chip is bad

No there is not, maybe it's the BIOS. But I really don't want to spend money on this thing. Which is why I quit.

Got one of these for free. Will not install windows 10, 7, or XP. Bios is absolutely horrible. Psu is making high pitched noise when pc is off. I WAS going to strip it all out and make it a gaming pc but found out motherboard is not a standard size and not worth the effort 😐

Yeah, ikr. I cannot find any replacement. But I really don't care about fixing it at this point.
