Yes, that's correct. The only restriction imposed by TH-cam is that if your channel has fewer than 1,000 subscribers, your video will automatically be set to Private after the live broadcast. To make it public, you need to navigate to your TH-cam Studio, go to 'Content', then 'Live', find your video, and change its status to Public
