One thing you got wrong - the Night Stalker...the voice/info isn't Richard Ramirez. That is the voice of Joseph James DeAngelo, the Golden State Killer. I understand the confusion, however, as he was known as the Original Night Stalker. It was later changed to the Golden State Killer.
The Area 51 caller: The caller did call back in the next day stating it was all a joke. They even made a recording asking him to prove it. He put on his terrified voice and it was the same. You can still listen to it here in TH-cam.
Yes! I was going to comment that as well. He also said the power going out was just a coincidence. The guy thought the call was really funny.
I know I'm gonna sound crazy but there is voice mimicking technology and prolly has been for a LOT LONGER than the public is aware of

What do private corporations love more than anything? Money. The limiting factor in voice mimicking technology for a long time was computing power, which is a term that encompasses processor speed, RAM and hard drive space. The most powerful machines in the world were nothing compared to your phone or laptop today. The sort of number-crunching and data-analysis it requires was impossible on even the best supercomputers of the day. The US nuclear arsenal was running on 8-inch floppies still. Even in the mid-2000s, multiple computers _melted_ at Industrial Light and Magic, the top CGI company in the world at the time, when they were working on Transformers. The computing power just wasn't there. If it was there, we'd have seen evidence for it, since Hollywood has the sort of money governments throw around and they would have bought the tech for their own uses.
The call about the guy going to poison the dog . That really bother the hell outta me. I'am a animal lover . I would have done it. I've never had dogs, but I am a cat person, and if anyone threatened to poison my cat, I would bring the fury of hell down on them. In general, never threaten people's pets. It's a disgusting thing to do.

My brother got a mysterious call
The Night Stalker and the Grandma that was going to keep calling me were the creepiest phone messages. The night stalker apparently has nothing better to do than to rack up people’s phone bills and grandma just wants to be loved

You're wrong about the Area 51 caller. I heard the original call and a month or so later he DID call back & apologized to Art Bell because he was pulling a hoax. Art asked the caller to do that same voice again to prove he is the original caller and he did so and it definitely was the same voice. I heard both calls live on air during the shows.

I remember I was around 6-7 at the time of this voice mail.
So, it was nighttime and my mom was at work and me and my dad were just chilling at home. His phone rang which was not so rare because he owns a business. Then the number leaves a voicemail and he listens to it. Then first it began with some silence then what sounded like a woman yelling "HELP ME!" and some screaming at the end of the voicemail. Me and My dad didn't know what to think about it. I still can't help to wonder what happened to that girl.
Never knew Ramirez called people before he came to the homes.
