No housing and no shelter will enable addiction the way camps do. That's why not even a year's rent paid in advance will persuade some of these addicts to leave the camps.

News reporters have interviewed many homeless people who are addicts and refuse to abide by rules in shelters that includes no substance use. They also refuse or fail rehab over and over, because there is no adverse consequence.

I've even spoken to homeless people about it on really cold winter days (I work with the public), and the ones I've spoken to told me the shelters aren't safe. They are so afraid because of the experiences they had at shelters that they would rather freeze on the streets. Not every homeless person is a drug addict. This rent increase came without warning from the Washington county housing authority. I have to pick between rent or my car.
