I don't think that's it but it is also not wrong. To the players POV, yes. He sacrificed a lot, millions for so little but to him, that little dream was his light/life (Kallen). It's toxic to put someone on a pedestal and be obsessed but with the shit of a childhood Otto had I'm not surprised and I really feel for him. The line Sushang said best describes Otto and his wish. Otto is a magnificent bastard. He won't be forgotten.

To Otto, what he did was everything he sought to accomplish. But if you look at it from the player's perspective, all that man ever did was lose everything he had and take everything from others. He'd never really gained anything. I really appreciate Sushang's character, because she's probably the only one who understood this and which is why she said, "Although his wish made me sad, I still told him I wanted to see that wish come true." in the Midnight Chronicles event.
Mihoyo really did us dirty, making otto to seem like he's some heartless bastard when there was so much more to him that we (and the valkyries) never knew until his death. In evil there is kindness, thus spoke apocalypse
