The financial aspect is the less important part here. For facilities that hold pieces of art, the loss of the artpiece itself cannot really be compensated by money properly. And private individuals who use such glass are probably high value targets for highly organized crime gangs that often employ a lot of brutality. Here it's more about not being murdered while organized crime gangs rob your million dollar mansion. Not really relevant for MOST people but there are enough rich people who DO have to worry about this.

What's cheaper, insurance for glass while losing a ton of money because of theft, or paying for the glass and not being robbed?
Insurance won't do much after someone gets in and takes your life.
