He knew, Bucky was in his Winter Soldier Mode, but nevertheless he didn't want to hurt him. And that's why I think Bucky would really win in a fight like this, because Steve is to emotional in this case, when you know what I mean. The only "real" fight between these two is in the middle of Winter Soldier but it reaches its end before you can say, who would win.
