Deadshot was trianed by the League of Assassin's, and David Cain. His H2h is very lethal, even Cain himself stalemated Deathstroke(fully armed)once upon of time. Deadshot makes John Wick look like a total amatuer. And the fact he has every opportunity to kill Batman is eerie, but, it it lets the reader know that Deadshot shouldn't be underestimated at all. After all, he took down Echantress with killing her. And she's level above Zatanna, when it comes to magical manipulation. Homeboy wounded Flash doing Mach 2, and his H2h combat skills can hang with Batman and Deathstroke. Not only that, he's a 1 man army. That's why Amanda Walder favor his expertise so much. Deadshot shouldn't be look over at all.
Regarding the Deadshot/Deathstroke rivalry, it's simple : - Deadshot has the advantage at long range, as it was showed that he can actually use ricochets to even reach targets out of his sight or angle. - Deathstroke has the advantage in close combat, due to his healing factor and potential berserker rage boosting his already enhanced abilities. But of course, compared to regular people, they might as well both be the freaking Terminator lol

When it comes to hand to hand he can handle himself but against Batman he can't However his Marksmanship is very high compare to people like Deathstroke, David Cain and Bullseye

Bullseye wins not because he's a better shot but because it's not skill Bullseye has power to always hit what he wants an the object will literally almost seem like it chase his targets but take away his power deadshot bodies so to me Bullseye shouldn't be compared his accuracy is because of an ability/power deadshot is pure skill and experience
I can't really blame somebody for thinking bullseye wins. I mean he's ridiculous. I mean if both ran out of bullets I guess bullseye would still be a threat because he would just pick up a piece of dirt on the ground and it would still be lethal LOL

Bullseye is a lot more skilled on Hand to hand combat, more agile and acrobatic and honestly way stronger considering the force he requires to throw stuff to kill people and the fact he fights on Par with Daredevil snd Elektra regularly (on pure skill). Also He has Adamantium on his bones so that means a headshot wouldn't kill him. (Deadshot would need Adamatium bullets to pierce his skull). Bullseye wins mid - high difficulty.
