The first one appears to show a penalty corner is awarded for an offence outside the 22. Is that correct?
No the umpire was looking to play advantage, when he couldn’t he gave the free hit and a card. Just a loud whistle means “You cannot do that.”

The signal looks like a stop time from the umpire while he issues a card but because you can only see part of it you think it's a corner.
The second one should of been a clear yellow
