Personally, I think the reason he didn't tell was because the investigations would have messed up his routines big time.
This is the single most important event that defines the relationship between Sheldon and Leonard. Everything else is anchored on this event. Both know it. In fact we are being constantly reminded about it in every episode. It creates the subtext in which the absurd and comical tolerances between them are realistic: they are bonded at life and death level.

I just loved that everyone's appearance was changed except Sheldon because he believes in being constant for a long time and he can't even tolerate minor changes. Detailing of character at its best!

The Architecture Engineering firm I used to work for have an overpowerful AC and an entire crew of professionals complaining about it.
Engineer of A is not an Engineer of B. Howard is an aerospace engineer. That does not qualify him to fix (or in this case completely rebuild) an elevator... and even if he was the kind of engineer who could do it, why on earth would he? So he could take responsibility for the explosion?
I read somewhere that having the elevator broken allowed conversations to be held as the cast went up and down the stairs.

The few seconds of waiting by Leonard is the butterfly effect-epicenter of TBBT. If not for that, the elevator would never have been broken... And Penny and Beverly would never have had a chance to talk... and Sheldon wouldn't have reinstated his relationship with Amy!

And when Sheldon stops his relationship with Amy (The 'Bitches do be crazy') episode, Amy waits on the stairs when Sheldon steps down in disguise.

You know, the most unrealistic thing about this whole scene was the part where Sheldon pressed the "close door" button and the elevator door began to close RIGHT after.

@@Sidkus It's STILL unrealistic that the door would shut right after pressing it, haha! Those elevator doors never shut when you tell them to.
I always assumed that he pressed the "close" button because he knew that pressing up or down might cause a delay -- elevators usually wait a few moments to see if anyone else has a floor/direction input, after all.
